Black leads 4-0 in a match to 9 and holds a 4 cube. Should black redouble to 8? If Black does, should White take or drop?

Black should not double here...white simply wins too often and would clearly take this cube and redouble to 16 so whoever wins the game wins the match. Black can roll a couple of times and maybe even win a gammon and win the match without doubling.
